此前,有众多IPP拟开发光伏、风电、水电等项目,为工业园区或者冶炼企业供电。但是由于PLN的输电线路和接入站点建设落后,导致徒有资源但无法开发。现在如果放开输配电投资建设,那么众多水电、光伏开发商,可以自行投资兴建输配电线路,直接为园区供电。
此外,能矿部还考虑扩大过网费机制的范围。未来,IPP如果使用PLN的输电线路给园区供电,那么只需要给PLN缴纳过网费,直接和用户签署购电协议,不必先和PLN签署购电协议。印尼版的“隔墙售电”,要来了。

The Ministry of Energy and Mineral Resources will give opportunities to independent power producers (IPPs) to develop their own transmission network to transmit renewable-based electricity in a bid to help accelerate the development of renewables.
The plan is part of the government’s version of the new energy and renewable energy bill to be proposed for deliberation to the House of Representatives, which has recently completed its own version of the bill.
Dadan Kusdiana, Director General of New and Renewable Energy and Energy Conservation at the ministry, said that the government is seeking to accelerate the development of renewables to realize its target for renewables to account for 23 percent of the country’s energy mix by 2025, compared to only 11-12 percent currently.

Dadan said that in the future industrial areas will no longer be difficult to get renewable-based electricity. This is in line with the government's aims to continue to develop green industries.
He said that some manufacturing industries are already using green energy, albeit at limited capacity.
In addition to pushing the development of renewable-based power plants, the government will expand the power wheeling scheme. "Under the power wheeling scheme, (IPPs) can rent the PLN transmission. But IPPs can also build their own transmission," he explained.
He said that once IPPs develop their own power networks, customers will no longer face difficulties in getting renewable energy supplies. As such, renewable-based power plants such hydro located far away can transmit the electricity to the manufacturing industries.
Dadan also said that under its version of the renewables bill, the government aims to lower the tariff of electricity from renewables such as by providing incentives for geothermal development. “There have been talks with the Ministry of Finance that when geothermal drilling fails to produce steam, the government will cover the cost,” he said.
The largest investment for a geothermal power plant (PLTP) project is related to geothermal drilling and infrastructure development. “In PLTP project, (the drilling of) one well costs US$ 2-US$ 4 million, there are hundreds of wells being drilled to get steam," he said.
Dadan said that the state budget through the Ministry of Public Works will also cover the cost of developing an access road for a geothermal power plant project. “As such, the tariff of renewable electricity, which is said to be expensive, can become economical because of the government assistance,” he said.
